OPERATION “HEADING BACK” SCORES LARGEST DRUG OPERATION TAKEDOWN IN THE 30 YEAR HISTORY OF OCEAN COUNTY’S SPECIAL OPERATIONS GROUP

Ocean County Prosecutor Joseph D. Coronato announced today the culmination of a cooperative multi-jurisdictional narcotics investigation conducted by the Prosecutor’s Special Operations Group, US Drug Enforcement Administration Ocean/Monmouth High Intensity Drug Trafficking Area (HIDTA) Task Force and 30 state, county and local law enforcement agencies.  “Operation Heading Back” which began in April of 2017 focused on high-level heroin, cocaine, marijuana and prescription pill distributors found to be operating in (7) seven New Jersey Counties and New York.  The operation dubbed “Heading Back” cited the investigations goal of tracking the network back to the source of its supplier.

Through numerous investigative methods and undercover operatives, the operation was successful in disrupting and/or dismantling illicit controlled dangerous substance (CDS) distribution activities within the New Jersey counties of Essex, Hudson, Middlesex, Monmouth, Ocean, Passaic, Union and the Borough of the Bronx in New York. The investigation led to 28 arrests for various offenses involving the distribution of CDS, (3) three fugitive warrants issued, and (9) nine CDS production facilities dismantled.  During the course of the operation 33 search warrants were executed resulting in the seizure of 90,000 dosage units of heroin, over 19lbs of cocaine, $848,481 in currency, 20 firearms (to include a loaded AK-47 assault rifle), 27 vehicles (many high end) valued at approximately $713,620 and additional illegal narcotics.  (See attachment citing seized narcotics/weapons/vehicles giving specific weight and street values.

Prosecutor Joseph D. Coronato stated, “Our acceptance into the US Drug Enforcement High Intensity Drug Trafficking Area (HIDTA) Northern Group last year has increased tenfold our scope and ability to conduct investigations limiting the import of illegal narcotics into Ocean County and beyond.  Today marks the disclosure of the first of many significant future narcotic operations, adding to our already robust enforcement of our drug laws and the drug induced death strict liability statute.  We’re sending a clear message to drug dealers that Ocean County is not fertile ground for their enterprise.”

Coronato continued, “I cannot thank Senator Cory A. Booker, Congressman Thomas Macarthur and Congressman Christopher Smith enough for helping us gain this critical HIDTA designation in our struggle to close Ocean County borders to drug dealers.  I extend the highest praise to my Special Operations Group, as well as every member of the operation.  The courage and resourcefulness they displayed in working to identify and arrest those charged is truly an outstanding testament to their dedication and commitment to protect our citizens.”

Valerie A. Nickerson, Special Agent in Charge of the Drug Enforcement Administration’s New Jersey Division said, “This investigation is another example of how collaboration between law enforcement on all levels can make an impact in New Jersey.  The DEA Monmouth/Ocean HIDTA Task Force was formed for this exact reason, to bring additional resources to aid in the fight against drug trafficking in Ocean County.  Our goal is to pursue those bringing these dangerous drugs into the region and to reduce the distribution and use of drugs within the county.”

“As evidenced by the seizure of 90,000 doses of heroin and 20 firearms, this drug ring was not only fueling the epidemic of opiate addiction that is destroying so many lives in New Jersey, it was engaged in the variety of drug trafficking that drives much of the gun violence in our communities,” said Attorney General Gurbir S. Grewal.  “The tremendous value of these DEA HIDTA Task Forces is that they facilitate the type of law enforcement collaboration that makes these far-reaching investigations possible. I commend Prosecutor Coronato, the DEA and all of the participating agencies for this outstanding operation.”

On Friday, March 9, 2018, at approximately 2:55 am, a tent fire was reported at 140 Seneca Boulevard in the Township of Ocean. Upon their arrival, police and fire units found the fire had completely consumed the tent.   A male victim, 51 years of age, was found deceased within the tent.

Ocean County Prosecutors Office Arson Unit, Ocean County Sheriff’s Department Crime Scene Investigations, Ocean County Fire Marshal’s Office, Ocean County Medical Examiner’s Office and Ocean Township Police Department Detective Bureau were requested to respond to conduct a scene examination into the origin and cause of the fire.

The subsequent investigation determined the fire origin was located on the ground of the east side of the tent.  The cause of the fire is ruled accidental.  Improper use of a space heater, within close proximity to available combustibles could not be eliminated as the contributing factor.

DEFENDANT FOUND GUILTY OF AGGRAVATED SEX ASSAULT OVER A SEVEN YEAR PERIOD

Ocean County Prosecutor Joseph Coronato announced guilty verdicts in the trial of State v. Christopher Barclay, 40, of Eatontown.  The jury returned the verdicts yesterday (3/8) afternoon.

On February 23, 2017, Detective Alex Bromley, Ocean County Prosecutor’s Office Special Victims Unit, and Detective Jennifer Grob, Toms River Township Police Department, charged Christopher Barclay with Aggravated Sexual Assault, Sexual Assault and Endangering the Welfare of a Child.  The victim previously disclosed to the police multiple incidents of sexual abuse occurring in Toms River, Berkeley, and Woodbridge Township.  The Shelby County Sheriff’s Department in Sterrett, Alabama ultimately placed the defendant under arrest.

On April 7, 2017, the Honorable Barbara Villano detained the defendant without bail.

On March 8, 2018, an ocean county jury convicted the defendant of Aggravated Sexual Assault, a first-degree crime, sexual assault, a second-degree crime, and endangering the welfare of a child, a second-degree crime for incidents occurring in Toms River Township on diverse dates between the years 2005 and 2006.  Barclay was also convicted of Aggravated Sexual Assault, Sexual Assault and Endangering the Welfare of a Child for incidents occulting in Berkeley Township on diverse dates between the years 2006 and 2010.  Defendant was further convicted of Aggravated Sexual Assault, Sexual Assault, and Endangering the Welfare of a Child for incidents occurring in Woodbridge Township on diverse dates between the years 2010 and 2012.

Ocean County Senior Assistant Prosecutor Christine Lento prosecuted the case.  Detective John Dotto, Ocean County Prosecutor’s Office High Tech Unit, also assisted in the investigation.  Defendant was continued on a no bail status pending sentencing. The defendant will be sentenced under the “Jessica Lunsford Act” which requires the Court to impose a custodial sentence of between twenty-five years and life for the first-degree sexual assault conviction, of which the defendant must serve a minimum of twenty-five years before being considered for parole eligibility. Defendant is facing  5 to 10 years, subject to the No Early Release Act, on each of the Sexual Assault charges, and 5 to 10 years on each of the endangering the welfare of a child charges.  Defendant will also be subject to Meghan’s Law, parole supervision for life and Nicole’s law.  The Honorable James Blaney, J.S.C. presided over the case.

Ocean County Prosecutor Joseph D. Coronato announced the arrest of Shane Steele, 42, of Lakewood.  Steele is charged with one (1) count of Terroristic Threats, in reference to a Mass Shooting threat that he allegedly posted on Facebook.  Senior Assistant Prosecutor Kristin Pressman reviewed the investigative evidence and approved the above charge.  Steele was released on a summons to answer the charge at a future date.

Det. Raymond Coles of the Ocean County Prosecutor’s High Tech Crime Unit (HTCU) arrested Steele this past Friday (3/9).  The investigation stemmed from a civilian referral to the Manalapan Police Department on February 19, 2018, reporting that Steele allegedly authored a post on Facebook stating his intend to open fire with a machine gun at a “March For Our Lives” rally calling for stricter gun laws.

The investigation determined that Steele resided in the township of Lakewood at the time of the posting. An extensive search of Steele’s residence was conducted which proved negative for any firearms. Multiple law enforcement agencies were involved in the investigation including personnel from The Lakewood Police Department, Toms River Police Department, Manalapan Police Department, South Brunswick Police Department, the Middlesex County Prosecutor’s Office, the Ocean County Prosecutor’s Office Major Crime Unit and the New Jersey Office of Homeland Security and Preparedness.

Ocean County Prosecutor Joseph D. Coronato announced today that Friday’s (3/9) press conference covering Operation Heading Back in no way signals the end of the operation.  The cooperative multi-jurisdictional narcotics investigation conducted by the Prosecutor’s Special Operations Group, US Drug Enforcement Administration Ocean/Monmouth High Intensity Drug Trafficking Area (HIDTA) Task Force and 30 state, county and local law enforcement agencies begun in April of 2017 continues to tie up loose ends.

Yesterday (3/12), Judge Wendel E. Daniels ordered detention for Rasheed Sanders, 37, of East Orange, New Jersey.  Sanders was arrested and charged on February 17, 2018 with first degree Possession with Intent (Cocaine over 5oz), second degree Possession of a Firearm while Committing a CDS Offense (Loaded AK 47), and Possession of Paraphernalia Disorderly Persons.  On 3/2, Sanders was charged additionally with fourth degree Certain Persons Not to Possess Weapons and Possession of an Assault Weapon.  OCPO Assistant Prosecutor Jamie L. Schon presented critical details supporting OCPO’s position that Sanders be detained which ultimately led to Judge Daniels’ final ruling yesterday.

Also yesterday, Akera Lewis, 27, of Newark, who was listed as fugitive on our 3/9 release, surrendered at her Jersey City Attorney’s office.  She is charged with second degree Conspiracy Possession with Intent to Distribute Heroin, third degree Possession of Heroin, third degree Possession Heroin with Intent, and third degree Distribution of Heroin.  Adrienne D Edward, Esq., 549 Summit Avenue, Jersey City, represents Lewis.

AKERA LAVEE LEWIS

The 3/9 press conference announced that Operation Heading Back through numerous investigative methods and undercover operatives, was successful in disrupting and/or dismantling illicit controlled dangerous substance (CDS) distribution activities within the New Jersey counties of Essex, Hudson, Middlesex, Monmouth, Ocean, Passaic, Union and the Borough of the Bronx in New York. The investigation now has led to 29 arrests for various offenses involving the distribution of CDS, (2) two fugitive warrants issued, and (9) nine CDS production facilities dismantled.  During the course of the operation 33 search warrants were executed resulting in the seizure of 90,000 dosage units of heroin, over 19lbs of cocaine, $848,481 in currency, 20 firearms (to include a loaded AK-47 assault rifle), 27 vehicles (many high end) valued at approximately $713,620 and additional illegal narcotics.

ARRESTS IN TOMS RIVER HAMPTON GARDENS APARTMENTS SHOOTING

Ocean County Prosecutor Joseph D. Coronato announced that on March 13, 2018, Sevon Hill, 24, of Toms River and Shakar Barksdale, a.k.a. “Anthony” Barksdale, 24, of Seaside Heights were each charged with one count of Murder, Conspiracy to Commit Murder, Unlawful Possession of a Firearm, Possession of a Firearm for an Unlawful Purpose, Certain Persons not to Possess a Firearm,  three counts of second degree Possession with Intent to Distribute a Controlled Dangerous Substance (Heroin & Cocaine), third degree Possession with Intent to Distribute a Controlled Dangerous Substance  and 2 counts of third degree Possession of a Controlled Dangerous Substance.

These charges result from the investigation into the death of Steven Stallworth, which was conducted by the Ocean County Prosecutor’s Office Major Crimes Unit, the Ocean County Prosecutor’s Office High Tech Crimes Unit, the Toms River Police Department, the Ocean County Sherriff’s Department Criminalistics Investigation Unit, New Jersey State Police, the Manchester Police Department, the Lacey Police Department, the Seaside Heights Police Department, and the Brick Police Department.

On March 5, 2018, at approximately 2119 hours, the Toms River Police Department responded to a 9-1-1 call reporting the discovery of an unresponsive male just outside the doorstep of an apartment located at 26 James Street, the Hampton Gardens apartment complex, located in Toms River.  Patrol officers from the Toms River Police Department responded to the scene to find, a black male, later identified as Steven Stallworth, unresponsive with an apparent gunshot wound.  Stallworth was pronounced dead at 10:34 pm, by Dr. Torres of Newark Beth Israel Hospital via telemetry.  On March 6, 2018, after a post mortem examination of the decedent’s body at Community Medical Center, the cause of death was determined to be a gunshot wound.  The manner of death was ruled a homicide.

During the course of the investigation two suspects were developed, Sevon Hill and Shakar Barksdale, a.k.a. “Anthony” Barksdale.  Both suspects were residing at a local hotel prior to the murder.  During a search of the suspects’ hotel room on the night of the murder, a large quantity of cocaine and heroin were discovered.  Through further investigation, it was determined that Sevon Hill and Anthony Barksdale entered into a conspiracy and did commit the murder of Steven Stallworth.  During the course of the investigation, it was discovered that the suspects had relocated to a separate local hotel, upon searching that hotel, the suspects were again found to be in possession of quantities of cocaine and heroin, and were charged accordingly.

Both suspects are currently being held without bail in the Ocean County Jail.  Supervising Assistant Ocean County Prosecutor Michael R. Weatherstone is prosecuting the case.

Ocean County Prosecutor Joseph D. Coronato today announced the Ocean County law enforcement Route 35/37 traffic enforcement detail for the weekend of March 9, 2018 produced an impressive enforcement outcome bringing added safety to the significantly high volume traffic activity over the past weekend.  The most significant enforcement statistics included: seven (7) Driving Under the Influence arrests, forty seven (47) Summons for various Moving Violations, three (3) Drug/CDS related offenses, three (3) fight/disorderly/assault responses.  The complete detail stat sheet can be found on the next page.

The detail perimeters were identified as State Highway 35 from Seaside Park Borough to Point Pleasant Beach and State Highway 37 Seaside Heights to Manchester Township.  The detail encompasses ten (11) municipal jurisdictions traversing the Route 35 and Route 37 Highways in Ocean County.  This initiative is a pro-active effort to prevent accidents and address traffic violations throughout the above areas.  This is a multi-jurisdictional effort supported by the Chiefs of Police and supervisors from the following jurisdictions:

Detail patrols were instructed to strictly and aggressively enforce NJ motor vehicle statutes that are common contributory causes of crashes.  These causes include, but are not limited to, driving while under the influence, aggressive driving, improper/unsafe turning, failing to yield, failing to keep right, improper passing, inattentive driving, disregard of traffic signals, excessive speed, following too closely and various commercial carrier violations such as overweight, equipment maintenance and inadequate brake pressure.  Equipped participating agencies utilized Automated License Plate Readers.  Approximately six (6) Variable Message Signs were strategically placed reading “Traffic Enforcement Detail in Effect” – “Obey All Traffic Laws” to raise awareness regarding the enforcement action.

Ocean County Prosecutor Joseph D. Coronato and Seaside Heights Police Chief Thomas Boyd today announced the arrest of Todd M. Genty, 54, of Seaside Heights.  Genty is charged with violating the following criminal statutes: Witness Tampering and Evidence Tampering.  He has also been charged with Title 39 Motor Vehicle violations: Failure to Stop, Leaving the Scene of an Accident and Failure to Report an Accident.

Genty’s arrest stems from his involvement in a motor vehicle collision with a bicyclist on January 19, 2018 in Seaside Heights.  On that date, at approximately 4:32p.m., a male later identified as Robert C. Lay, 66, of Seaside Heights, went to Seaside Heights Police headquarters to report a collision during which he was struck by a Seaside Heights township vehicle.  Lay stated that while riding his bicycle north on the boulevard at approximately 3p.m., he was struck at the corner of Dupont Avenue.  Lay stated that the impact knocked him to the ground.  Lay reported that he was struck by what he believed to be a Seaside Heights Police vehicle.  He stated further that while he was on the ground, the vehicle drove past him and parked.  The driver then allegedly exited the vehicle, approached him, and began to yell at him.  Lay alleged that the driver called him a drunk, and said that the collision was Lay’s fault.  Lay went on to report that the driver allegedly agreed to ”make things right” by giving Lay cash and replacing his damaged bicycle.  While relating the event to Seaside Police, Lay complained of pain to the back area of his head.  Tri-Boro First Aid Squad was contacted and responded to examine Lay.  While being treated, Lay refused to be transported to the hospital for any further treatment at that time.  Lay ended his statement by saying that the unidentified driver never called for assistance and never asked if Lay needed any first aid.  Allegedly, the bicycle he was riding was placed against a wall, and both he and the driver left the scene.

Seaside Police Ptl. Chris Linnell immediately initiated an investigation into Lay’s report.  The investigation confirmed that the collision took place, the date, time and location of the collision, as well as the identity of the driver and the borough vehicle involved.  Ptl. Linnell found the involved vehicle was assigned and operated at the time of the collision by Seaside Heights Parking Enforcement Supervisor Todd M. Genty, who failed to contact headquarters by radio or phone regarding the incident.  Ptl. Linnell related the results of his investigation to Detective Stephen Korman of the Seaside Heights Police Office of Professional Responsibility.

Korman and Linnell determined that Genty replaced Lay’s damaged bicycle with a bicycle taken from the police department’s temporary evidence / property area.  The victim positively identified a photo of his bicycle that was damaged during the accident in addition to a photo of a bicycle that he found upon his arrival at his residence after the collision. This bicycle was confirmed to be a bicycle that was located within the police department’s temporary evidence / property area.

At that time, Chief Boyd directed Detective Korman to turn the investigation over to the Office of the Ocean County Prosecutor to avoid any conflict of interest and for further review.  After reviewing the case evidence, Senior Assistant Prosecutor William Scharfenberg approved the above charges against Genty.

Genty, accompanied by his attorney, Jeffrey Caccese Esq of the Comegno Law Group in Morristown, surrendered at Seaside Heights Police Headquarters.  He was charged and released on a summons to answer the charges at a future date. SKELETAL REMAINS FOUND IN JACKSON

The Jackson Township Police Department, Ocean County Prosecutors Office Major Crimes Unit, Ocean County Sheriff’s Department CSI, and New Jersey State Police are investigating the circumstances surrounding the discovery of a skeletal remains found in the Wildlife Management Area.

On 03/19/2018 at approximately 2:02 pm, the Jackson Township Police Department was dispatched to South Stump Tavern Road within the Colliers Mills Wildlife Management area for a report of skeletal remains found. The call reporting the find came from a District Fire Warden with the State Forest Fire Service who was assisting in a controlled burn of the area. The area was immediately secured by Jackson Police, who then contacted the above named partnering agencies to assist in the investigation.

At this time, there is nothing to indicate that the finding presents any danger to area residents. Positive identification has not been made at this time. The Ocean County Medical Examiner will conduct an Autopsy to determine the identity, as well as the cause and manner of death. More information will be release as it becomes available.

“UNBREAKABLE” OCPO Releases Sixth in the Series of “Right Turn” videos

Ocean County Prosecutor Joseph Coronato announces the release of the Office’s newest educational film in the Right Turns Series titled, “Unbreakable”.  The film was recently viewed for the first time by a large crowd of students who were at an event hosted by the Ocean County Health Department in the Center Court at Ocean County Mall.  The film highlights the dangers that are associated with the act of Distracted Driving.  The film was well received by the group who complimented it for its realism and fast moving story line.

Although this film is meant for all to see and benefit from, its target audience will be High School Juniors and Seniors who are themselves on the verge of driving. It’s goal is to make this young audience realize the dangers of distracted driving and the life changing consequences that can result from it.

Ocean County resident and star of the Netflix Series, “Stranger Things”, Gaten Matarazzo introduces the film and speaks to the topic of Distracted Driving.

Crash survivor Gabriel Hurley of Middlesex County New Jersey tells his story in detail and urges the audience to give their undivided attention to the roadway when they are behind the wheel.  Gabe’s incredible recovery and very relevant story gives the viewers a first-hand account of how a person’s life can be changed in an instant due to Distracted Driving.

This latest Right Turns film will be available to download from the media gallery on the Prosecutor’s Office Web Site at www.oceancountyprosecutor.org.  It will be distributed to all of the county’s schools for use with their driver education programs.  The Prosecutor has authorized its use for any organization in their effort to educate the public about the dangers of distracted driving.

Ocean County Prosecutor Joseph D. Coronato and Seaside Park Police Chief Murphy Larkin today announced the arrest of Sgt. Matthew Brady.  Brady is charged with Aggravated Assault pursuant to N.J.S.A. 2C:12-1(b)4 by knowingly and under circumstances manifesting extreme indifference to human life by pointing his firearm at a fellow officer.

Brady’s arrest stems from a November 15, 2016 incident where he pointed his firearm at the head of a Class One Officer Thomas Schiermeyer in a threatening manner while in the Seaside Park Municipal Building.  Based upon interviews of several Officers present, Brady removed his firearm from his holster and pointed it at the head of the Officer in response to a question posed to Sgt. Brady.   The assault occurred while the young officers were filling out paperwork to enter the Ocean County Police Academy.

The assault was brought to the attention of the Internal Affairs Unit of the Ocean County Prosecutor’s Office by members of the Seaside Park Police Department.  Brady was processed on a summons to answer the charges at a future date. Ocean County Prosecutor Joseph D. Coronato today announced that Defendant Ali Brown, 33, Seattle, Washington last known address, today plead guilty before Judge Cunningham to Robbery, first degree, and Unlawful Possession of a Handgun, second degree.

The guilty plea stems from the June 29, 2014 incident in Point Pleasant Beach, New Jersey where the defendant, Ali M. Brown approached the victim, Harold Fournier, outside of the Green Planet Coffee Shop.  Defendant displayed a handgun he had tucked into his waistband to the victim while demanding he go with him.  The victim instead fled inside the coffee shop screaming for help when the defendant ordered the victim and others to the ground at gunpoint, demanding the victim’s keys, cellphone and wallet.  The victim surrendered his keys and wallet, but the defendant was unable to drive away because of his inability to drive a manual transmission vehicle.

The defendant eventually fled to Essex County where he committed another armed robbery for which he was tried and convicted.

The State will be seeking a life term in prison without parole when the defendant is sentenced on May 11, 2018.  Today’s guilty plea will mark defendant’s third conviction under New Jersey’s “Three Strikes Law” in which criminals convicted for three specifically enumerated crimes are sentenced to life in prison without the ability for parole upon that third conviction.

Defendant Brown is currently serving a 37 year sentence for the first degree Robbery he committed in Essex County following the Point Pleasant Beach incident.  Defendant Brown also faces life in prison without parole for charges of Terrorism, Murder, Robbery and associated weapons offenses, for the shooting death of Brendan Tevlin, one week before the Robbery in Point Pleasant Beach, for which defendant recently entered guilty pleas.

Given the prior convictions for Armed Robbery and Murder, defendant’s guilty plea today mandates that he receive life in prison without parole, which the State has agreed to run concurrently to his charges in Essex County.

Defendant Brown will then await extradition to the State of Washington, where he is charged in the murder of three people.

The case was prosecuted by Chief Trial Attorney Laura Pierro and Assistant Prosecutor Kelly Biringer.

On Monday, March 26, 2018 at 8:34 pm, the Berkeley Township Police Department and Bayville Fire Department were dispatched to the 200 block of Iger Way in Berkeley Township for a report of an appliance fire with injuries. Upon their arrival, the fire had been extinguished and they were met by a 78-year-old male with burns to his head and hands. The victim indicated that he was cooking French fries on the stove when the oil ignited.  The victim was transported to Jersey Shore Medical Center for treatment of his injuries.

An examination of the fire scene by the Ocean County Prosecutor’s Office Arson Unit, Ocean County Fire Marshal’s Office, Ocean County Sherriff’s Department Crime Scene Investigation Unit and Berkeley Township Police Department Detective Bureau confirmed the origin of the fire to be on the stovetop. The cause of the fire is accidental.  The victim is currently admitted into Jersey Shore Medical Center where he is listed in stable condition.

Ocean County Prosecutor Joseph D. Coronato and Lakewood Chief of Police Gregory H. Meyer today announced the arrest of Jorge L. Lopez.  Lopez is charged with Official Misconduct pursuant to N.J.S.A. 2C:30-2(a), a second degree offense, for acting with purpose to obtain a benefit for himself or other, he committed an act relating to his public employment but one that was not authorized.

Lopez’s arrest stems from a March 16, 2018 incident where he observed officers assembling in a township building to execute a narcotics related search warrant.  Lopez was authorized to be in the building as a township custodian; however, he was not authorized to share what he observed.  Lopez immediately shared this sensitive information with his drug supplier, who was also the target of the raid.

Lakewood Det. Sgt. Leroy Marshall brought the matter to the attention of the Ocean County Prosecutor’s Office Internal Affairs Unit who worked in conjunction with the OCPO High Tech Unit to assist Lakewood Police.  Senior Assistant Prosecutor William Scharfenberg approved the above charges against Lopez.  He was processed on a summons consistent New Jersey Bail Reform Act and will be required to answer the charges at a future date.

Ocean County Prosecutor Joseph D. Coronato is asking media outlets to post the attached picture of Peter Rinaldi, 56, of Little Egg Harbor, a contractor wanted for second degree Theft by Deception and second degree Theft by Failure to Make Required Disposition of Property Received.  Rinaldi, indicted for the above charges, could not be located at any of his listed addresses by Detectives from the Ocean County Prosecutor’s Economic Crimes Unit attempting to serve him his complaint summons.

The charges and subsequent indictment stems from Rinaldi taking monies in the form of checks from various victims in Ocean County from July 2014 through August 2016 for proposed construction projects at their private residences.  Rinaldi, who operated under the company names of Donovan Mark Custom Builders, LLC and Mark Anthony Custom Builders, LLC,     allegedly deposited the monies into his bank account, as well as a check cashing facility and spent the monies on his personal benefit and gain.  Rinaldi did not provide any materials, supplies and/or labor for said monies.  Total theft amounted to approximately $247,224.63 from 12 victims.

The investigation is ongoing and anyone who may have contracted with Mr. Rinaldi for work not completed can contact Ocean County Prosecutor Economic Crimes Det. James Conroy at 732-814-1697.  Anyone with information regarding Rinaldi’s whereabouts is asked to contact Det. OCEAN COUNTY PROSECUTOR RELEASES FINDINGS OF THE AUGUST 20, 2017, FATAL BRICK TOWNSHIP POLICE OFFICER INVOLVED SHOOTING

In compliance with the New Jersey Attorney General’s Law Enforcement Directive 2006-5 (July 28, 2015) on the uniform statewide procedures and best practices for conducting police officer use-of-force investigations, this public statement is being issued regarding the August 20, 2017 Brick Township Police Officer involved shooting of Keshawn Wilson.

The Office of the Attorney General agrees with Ocean County Prosecutor Joseph D. Coronato that the undisputed facts of this case establish that the use of deadly force by the police officers was legally justified. The Attorney General also agrees that there are no material facts in dispute with regard to the officers’ use of force. As a result and at the direction of the Attorney General, the Ocean County Prosecutor will not present the matter for a Grand Jury investigation.

The facts regarding the use of force are as follows: On August 20, 2017, at about 5:30 a.m., the Brick Township Police Department received numerous 911 calls for an on-going assault at 141 Meridian Drive. During one of those calls, the caller notified the 911 operator that the subject had a gun and additional household members had barricaded themselves in the back bedroom of the residence. One resident was able to get out of the house by jumping out the side bedroom window and running across the street for help.

The Brick Police Department then dispatched uniformed Patrol Officers Anthony Chadwick, Richard Zimmerer, and Ryan Osborn to 141 Meridian Drive. Sergeant Donald Smith heard the report of a gun and responded in uniform. Upon arrival, the Sergeant and the three Patrolmen stacked tightly behind a police bullet-proof shield and approached the residence from the side driveway.

It was there that they encountered the man matching the description provided in the 911 call. He was standing at the side door with a black handgun. After the Officers announced themselves as police and commanded him to drop the gun, Keshawn Wilson fired at the officers. The Officers returned fire and struck him causing him to fall on the landing outside the residence. Once gunfire had ceased, Sgt. Smith called for the Brick Police Special Emergency Response Team (SERT) as he was unsure if there were any additional threats or if anyone else had a weapon inside in the house. The four officers maintained the perimeter of the house until the SERT arrived and secured scene. SERT entered the house and escorted the family members out.  Two household members were transported to Ocean Medical Center Hospital (Brick, NJ) for injuries relating to Wilson assaulting them.

Dr. Joyce from the Ocean County Medical Examiner’s Office pronounced Wilson dead on scene at 8:23 a.m.. On August 21, 2017, Dr. Ragasa of the Ocean County Medical Examiner’s Office conducted a post mortem examination and determined the cause of death to be multiple gunshot wounds and the manner of death to be homicide.

Ocean County Sheriff’s Criminalistics Unit (OCSD) photographed and retrieved the handgun from Wilson’s right hand. It was examined and determined to be a black Rohm .38 Special Revolver. Also examined was the ammunition within the revolver. It contained one .38 Special caliber discharged shell and four .38 Special full metal jacketed bullet cartridges within the cylinder. OCSD recovered one .38 caliber discharged projectile from the scene that was consistent with being fired from the Rohm Revolver. The four bullet cartridges in the cylinder exhibited “light hit” firing pin impressions on the primer that were consistent with the Rohm Revolver. OCSD also discovered an item wedged under the firing pin of the revolver.  Examination revealed that it was a clear gelatin capsule used to contain medication.

OCSD found medication in Wilson’s pocket that was contained in a similar clear gelatin capsule. OCSD indicated that the “light hits” on the primer of the bullet cartridges were caused by the gelatin capsule reducing the impact between the firing pin and the primer on the four bullet cartridges. The firing pin impacts or “light hits” were not sufficient to discharge those four remaining bullets despite the trigger being fired while each of the four cartridges were in the chamber.

A neighbor who viewed the events corroborated the statements given by the officers. She observed a thin man with a goatee standing in the side doorway of 141

Meridian Drive firing a handgun toward police. She reported that the man’s head popped outside the door and she heard the police officers yelling several times “Drop the gun! Drop the Gun!” and the man was holding the gun chest high with his body turned sideways pointing the gun towards the police.

The Office of the Attorney General and Ocean County Prosecutor Joseph Coronato are satisfied that the undisputed facts establish that the Brick Township police officers used the appropriate force necessary to protect their lives and that they were legally justified in doing so. This investigation was conducted consistent with the New Jersey Attorney General’s Law Enforcement Directive 2006-5 (July 28, 2015) regarding the uniform statewide procedures and best practices for conducting police officer use- of-force investigations.

CHIROPRACTOR PLEADS GUILTY TO MONEY LAUNDERING

Ocean County Prosecutor Joseph D. Coronato today announced that Carlo Amato pled guilty to first-degree money laundering and second-degree theft by deception before the Honorable Michael T. Collins, J.S.C.  As a result of the plea, Mr. Amato will face a sentence of up to 10 years in New Jersey State Prison with a 5 year parole disqualifier on the money laundering charge, consecutive to 5 years in New Jersey State Prison on the theft charge.  Amato, the former owner of Chiropractic Care Consultants and Accident Recovery Physical Therapy in Lakewood, admitted to overbilling several insurance companies from January 2013 to December 2016.  Amato further admitted that he used trust accounts set up in the names of his minor children, to funnel the illegal proceeds to accounts in Russia where his wife and children now reside.  In total, Amato wired over $1.5 million to personal accounts overseas.

Additionally, while out on bail for the aforementioned offenses, Amato was re-arrested for defrauding the State of New Jersey and Prudential Insurance Company out of approximately $116,000 in disability benefits.  This theft occurred between November 2013 and May 2015, when Amato, while still working as a chiropractor at his Lakewood business, applied for and received disability funds for injuries that he alleged prevented him from working.

As a result of these new offenses, a search warrant was conducted on Amato’s Beachwood residence in December of 2017.  At that time, officers recovered $182,515 in cash hidden in a wall as well as various forms of fraudulent identification. Additionally, law enforcement recovered hand-written plans on how to flee the country without detection from authorities.

The guilty plea is the result of a joint investigation between the Federal Bureau of Investigation, the National Insurance Crime Bureau and the OCPO Special Investigations Unit. FBI Special Agent Christine Parr and Detective John LaRaia of the Ocean County Prosecutor’s Office led the investigation.  They were assisted by Agent Katerina Huxel.

Thomas Ashley, Esq. and Alan Zegas, Esq. represented Mr. Amato.  Senior Assistant Prosecutor Jill O’Malley represented the State.  Supervising Assistant Prosecutor Martin Anton, who retired in December of 2017, had previously represented the State.

Ocean County Prosecutor Joseph D. Coronato today announced that Peter Rinaldi, 56, of Little Egg Harbor, a contractor reported wanted by OCPO for second degree Theft by Deception and second degree Theft by Failure to Make Required Disposition of Property Received was arrested on April 6, 2018.  Rinaldi, indicted for the above charges, was reported wanted on March 29, 2018 by Detectives from the Ocean County Prosecutor’s Economic Crimes Unit after unsuccessfully attempting to serve him his complaint summons.

Ocean County Sheriff’s Department Detectives Robert Trainor and Adam Wright, assigned to the US Marshals Task Force, developed information that Rinaldi was possibly staying at the Baymont Inn on East White Horse Pike in Galloway (Atlantic County).  This past Friday (4/6) at approximately 3:30 pm, the detectives located and arrested Rinaldi in the area of the hotel.  He was remanded to the Ocean County Jail to face the above charges at a future court date.

GUILTY PLEA IN CONSPIRACY TO COMMIT THEFT

Ocean County Prosecutor Joseph D. Coronato announced today that Bruce Roslin, 48, of Snead Court in Little Egg Harbor, entered a guilty plea on Thursday, April 12 entered a guilty plea on Thursday, April 12 to the second degree crime of conspiracy to commit theft by deception before the Honorable Michael T. Collins, J.S.C.  As a result of the plea, Mr. Roslin faces a possible custodial sentence of up to 10 years in New Jersey State Prison.  This guilty plea results from a New Jersey State Police investigation that culminated in an eighteen-count indictment charging Roslin with various counts of arson, insurance fraud, and other crimes relating to a 2009 fire that destroyed Roslin’s boat and damaged a Tuckerton marina and several other boats.

In pleading guilty, Roslin admitted to conspiring with his co-defendant to damage his boat and defraud the insurance company of over $75,000 paid out to him personally and to his financing company on his behalf.  State Police Detective William Simonson and Sgt. Adam Graczyk were the primary investigators.  State Police Sgt. Michael Ward conducted the origin and cause investigation.  The Ocean County Prosecutor’s Office Arson Unit, Ocean County Sheriff’s Department Crime Scene Investigation Unit, the Ocean County Fire Marshal’s Office, and the State Fire Marshal’s Office all assisted with this investigation.

According to officials, Roslin agreed to pay his co-defendant, John Dockery, a sum of money to set Roslin’s 26-foot 2007 ProKat boat on fire.  Dockery and another co-defendant had previously entered pleas of guilty for their involvement in the arson.

Supervising Assistant Prosecutor Bridget Coughlin and Assistant Prosecutor Meghan O’Neill prosecuted this case on behalf of the State.  Kevin Smith, Esq. represented Mr. Roslin.
