Special Victims Unit Arrests for Crimes Against Children

On 9/4/14, OCPO Det. Stephanie Bayha and Brick Police Officer Justin Heffernan arrested CYNTHIA A. MARTIN, 36, of Brick.  Martin is charged with Title 9 Child Abuse.  The defendant left a five year old child unattended in a vehicle while she went to Riggers Bar in Seaside Heights to consume alcohol.  The defendant then left the bar, was stopped by Seaside Heights PD and charged with DWI.  The Division of Child Protection & Permanency was contacted and removed the child from the defendant’s care.  Martin was processed and released on her own recognizance.

On 912/14, OCPO Det. Lindsay Woodfield and Det. William Kosh of the South Toms River Police Department arrested DOUGLAS MOSES, 39, and BILLIE L. APPLEGATE, 30, both of South Toms River.  The defendants were charged with Title 9 Child Neglect.   The charges are the result of a two-year-old child consuming a prescription medication that was not secured.  Additionally, the defendants failed to provide immediate medical care after the toddler consumed the substance and became lethargic.  The Division of Child Protection & Permanency was contacted.  Both defendants were released on their own recognizance.

On 9/15/14, OCPO Det. Stephanie Bayha and Toms River Det. James Burgess arrested a male age 14, charging him with Aggravated Sexual Assault, Sexual Assault and Endangering the Welfare of a Child.  The victim, age 8, reported that the defendant forced the victim to perform a sexual act numerous times.  The defendant was charged and remanded to the Ocean County Detention Center.

The media and the public are reminded that criminal charges are merely accusations and that the defendants are presumed innocent until proven guilty.
